Records of Site Condition: Ontario’s Standard for Environmental Due Diligence​

A Record of Site Condition (RSC) offers significant benefits to property owners and developers by providing a clear assessment of a property’s environmental status, documenting property history, environmental investigations, remedial actions, and other key environmental measures taken on the site.

In Ontario, an RSC is filed with the Ministry of the Environment, Parks, and Conservation (MECP), as outlined by Ontario Regulation 153/04. This thorough documentation and regulation ensures that any site with an RSC meets the province’s stringent environmental standards. Obtaining an RSC for a site offers peace of mind to buyers, adds value to sellers, and opens up options to developers beyond the current site use. Additionally, for redevelopment projects—especially those converting land to more sensitive uses—an RSC is a requirement.
