When a property’s redevelopment plans involve changing to a more sensitive use (such as changing from commercial to institutional or residential), this will typically trigger the need for a Record of Site Condition.
When applying for building permits from a municipality, and a site is changing use, this is the most likely situation where they may request environmental reports or an RSC in order to provide your permit. They may also request an RSC even when land is gifted to them via an easement.
