What is an ECA?
An ECA is authorization from Ontario’s Ministry of the Environment, Conservation and Parks (MECP), which demonstrates that the applicant will operate in a way that is protective of human health and the environment.
Commercial and industrial businesses operations that impact air quality, generate noise or vibrations, manage waste, or involve sewage works, are often required to obtain ECA, to start, modify or maintain business operations.
An ECA differs from an Environmental Activity and Sector Registry (EASR), as an ECA is intended for complex operations with more significant potential for environmental impact than an EASR, and takes substantially longer due MECP review and approval. An ECA also typically results in annual reporting requirements.

Typical ECA Timelines
It’s recommended to begin consultation with the MECP early in your project planning phase. In many cases, pre-submission meetings are required, especially for air emission projects.
A year or more is an average timeline to final receipt of an ECA, but can vary depending on the complexity of the project, quality of the application, MECP feedback and additional information or revisions requested. Careful planning, comprehensive reporting and rapid response to MECP feedback can help reduce timelines in areas that are within your control.

We will guide you through approval process from start to finish, which can vary based on facility-specifics, but typically includes the following steps:
- Evaluate your operational needs to determine which type of ECA is appropriate
- Outline the process requirements, estimated timing and costs associated with the application
- Compile all relevant technical data available
- Conduct site visits, noise and odour assessments, Emission Summary and Dispersion Modelling (ESDM), toxicology reviews, etc. (as required)
- Coordinate assessment reports and mitigation strategies with Client input
- Assemble and submit the complete application package, including MECP forms and technical reports, and ensure the applicable fees are paid
- Liaise directly with the MECP, responding to requests for information
- Review the MECP’s draft ECA and ensure all conditions are understood and manageable prior to finalization and submission
